Mindsets Are Ensnaring Tens of Thousands to The Streets
Shackling the Homeless
Introduction
Greetings and welcome to the 8th blog of our series. The use of the word shackle can produce a lot of imagination in one’s mind, and I want to do just that, but within limits and for a specific purpose. The purpose behind this is quite simple, the housed people of America have been told a story for years, that homelessness and its related complications are a Choice, but that is a lie 90% of the time.
So, what I want to do is walk through this word, this world and show you the games, tracks, traps, and mindsets that our Big Brother has and continues to use to shape your thinking regarding the exploding issue of homelessness. Until we can separate myth and fiction and fact, we cannot solve the problems surrounding homelessness. And how it connects to other topics from our previous blogs.

An Opening Word
An Opening Word
Nehemiah 9: 31, 33
Yet in Your mercies You did not utterly consume them or forsake them, for You are a gracious and merciful God
However, You are just in all that has come upon us, for You have dealt faithfully, but we have done wickedly
Jeremiah 22: 3
This is what the Lord says, do what is fair and right. Save the one who has been robbed from the power of his attacker. Don’t mistreat or hurt the foreigner’s, orphans or widows. Don’t kill innocent people
Data for this Discussion
Think tanks are devoid of understanding or compassion, off the streets or jail
Pit Counts Done in January, no chance of being accurate
Hyper-focused, wrong direction, funds misaligned, not on housing
Feeds the jail to street to jail cycle that often ends in death
PIT Count are highly fallible, and then resources are based on that fallible count
PIT Count cannot capture the Hidden Homeless numbers, those that are not accessing services
Officials state the real homeless count can be 2.5 to 5% higher than their count!

Supreme Court ruled against the homeless repeatedly
When we look at a Supreme Court ruling, we must understand that once they rule, it stands until another case comes to challenge it or it is set aside by that given case. What this means is this: if a case was settled in the 1860s and has not been challenged or set aside, it is still the law of the land.
Let’s understand exactly what vagrancy is. Going back decades, it was seen as being idle, poor or without a job and criminalized. Those laws were struck down in 1972 by the Supreme Court. What has now come forth is a new, wicked form of vagrancy laws, those dealing directly with homelessness and the activities related to that state of life.
For our first case, we are going to look back at 1972 when the Supreme Court handed down its ruling in Papachristou v Jacksonville. Remember, once decided, it is the law of the land. It was supposed to protect the homeless, but it has had the reverse effect and impact on the homeless population. The Supreme Court struck down Jacksonville’s vagrancy laws as being too vague to be constitutionally fair. The police had to stop using the laws against the homeless, or so they thought. But what has happened recently is this: they have been arrested on Suspicion and not Probable Cause, is this going against the Supreme Court? We cannot answer that. The Court has spoken, man has dedicated differently
More recently is the messy case of Grants Pass versus Johnson. The nuts and bolts of this case comes down to this: the homeless people suing Grants Pass stated that it was cruel and unusual punishment to ticket, fine and even jail a homeless person for vagrancy when there were no shelter beds available. The outcome was disappointing; the Supreme Court ruled against the homeless, saying they could be fined and ticketed with no shelter beds available. Recently, the 8th Circuit Court has placed an injunction against the Supreme Court ruling, so it remains in limbo.
What are we saying by looking at these two cases? The homeless have No Legal Protections in the United States. Shackled to the Streets or Jail! The very basis of many of the negative mindsets that are destroying them.

Think Tanks and Laws Created
What I am trying to come to terms with is Truth. Plain, Truth. A think tank in Texas has exploded onto the scene and is guiding, for lack of a better word, many state and local policies regarding anti-camping, anti-homeless policies, but are they handling the crisis with mercy? We have this state and that state saying they are all needing to be off the streets, forced into rehab or treatment centers, but they fail to tell the truth, there are No beds. The President has entered the fray, agreeing with this policy and that, which is good. It is being recognized as a crisis, but again, no feasible solutions are being brought forward.
Why has truth become so inconvenient that it is leading us to lie to the people of America and to the homeless who need our help? They do not want a handout, but a hand up.
Briefly, what Cicero advocates is all street-dwelling homeless removed, all people off the streets, either into camps for +6 months, or rehab or jail or civil commitments. Cities can be sued by any citizen who is offended by a homeless person or camp if this is not followed. A Non-Profit can lose funding if they do not conform to these mandates.
But here is the unique ending that I have not found: what happens to them after the mandated 6 months in a Cicero camp? What is the homeless person to do? Transfer to another camp, vanish into thin air, what happens after six months?

Overwhelmed with the Numbers
Economies run on numbers; the Homeless Industrial Complex runs on numbers, Thank Tanks loves numbers, NGO’s need numbers to get funds, but who is watching over all the bean counters to know if the numbers are true, accurate, and doing the job to get the funds to the right place? When it comes to working to establish a mindset to change our way of thinking on a given situation, the government is great at using numbers, true or not, just think of the manipulation with COVID.
For several years, what they were not saying regarding the homeless when they were reporting bad incidents, expenses, overcrowding, the lack of shelters, and so on, was that they were sheltering illegals in place of homeless Americans. To find that trust took several months and a lot of digging, they only wanted you to think that Americans were choosing to be homeless, were being lazy, and were not doing what it took and thus the numbers were climbing. We heard this on the nightly news for many months.

Take the Mindset and Hammer the People with it
We form mindsets from what we hear, read, listen to and have repeatedly been told to us. The American government is well practiced at repeating facts, information, and data, whether accurate or not, to us so we form given and certain mindsets regarding the homeless and their issues and problems, and they are to be handled. Just think of the words, bum, derrick, lazy, good for nothing, addict, cast about, and several others, you have an immediate picture in your mind, accurate or not, it is there.
What is happening currently is that we are only hearing the words addict and mentally ill regarding the homeless, out of \75.000 we are to believe that the vast majority of them are either mentally ill or addicted. How is that humanly possible? it you took that to the housed population, that prediction would not stand. There is a reason that they are working to form this mindset in the housed population; they want to move the homeless off the streets and force them into institutions, and they can’t if people care about them.

Misrepresent the Needs
Misrepresent, they do not need hope or help, they merely need to be dealt with!
Cut to the chase, go back to basics, city after city is following the Think Tanks’ policies, no housing first any longer, it is failed policy they state. It is too expensive and ineffective. That is the right hand that is being shown to the public, while for several years the left hand was housing thousands of illegals at the expense of the homeless American. It is incorrectly stated that housing only encourages the wrong and inappropriate behavior of the chronically homeless. The data and trends prove this wrong time and again.
There is a story in the bible, Jesus tells His disciples to get into the boat and to go to the other side. What is not told to them is that a tremendous storm will strike in the dark, in the middle of the lake and when they are alone. We have been told that we cannot get to the other side, ever, that resolutions are on the other side, we cannot get there, period. We are told that the storm is the homeless crisis and it is here to stay, which is never true no matter how bad the storm is. They are seeking to control the narrative, the mindset formation, and the ouyvomr, but we still could bring the proper ending, the resolution of homelessness, if we will stop listening to the Think Tanks.

The Old Fashion Blame Game
There is a famous word in the American culture that we have grown all too familiar with, Experts, and it has crippled us. Education, once the church and parents’ responsibility, now they can’t do that, experts are needed. The children are no longer educated to govern and establish good moral lives. Local communities cannot self-govern; experts are needed, rules, laws, permits, and restrictions proliferate.
Food can’t be handed out, sold, given away all willy-nilly; rule, laws are needed, experts must step in, now we are a nation filled with food deserts. Homelessness, oh no, communities really can’t fix it on their own, we will with our government, experts required, and now we have three-quarters of a million homeless with no end in sight.
The term Expert is a term we should be wary of, and understand it means they have no answers, but they do not want you to find one either. One final shot, how did the Experts do during COVID?
Let me now introduce you to the culprit, not the only one, but the main one, The Homeless Industrial Complex, AKA, the group of Experts. This is a giant complex group of government, non-government, profit and non-profit entities gathered on the surface to end homelessness.
They have grown and been around for several decades and are funded in the billions every year if you dare to pull back the curtains, you will see the wickedness. If you resolve or fix homelessness, they go broke and out of business, would need to find a real job. They collect donations, subsidies, government contracts and receive policies that give them favorable funding on many things, but homelessness is never impacted for the good. Why, their hand is too deep in the till.
Let me try again for a pull back, we have been going at this data like a heavy-weight boxing match, and I do not want you to drop off because you are frustrated, I cannot lose your attention now. Your attention to this is not about me anyway, it is about a very large at risk group of people that are about to be lined up to be swept away, either into jail or institutions and potentially forgotten about. The first, gut, emotional response, good, great, it is better for them, but is it?
Civil Commitment where their liberties are stripped and who knows if they will ever get them ack. Or off to jail for simply being homeless, and we already know the horrors of jail. It is not visible or out in the open, it is steaming pot that is ready to boil over and when it does, the avalanche will consume many. Let me bring it home, a little closer, if your child repeatedly tries to touch the hot stove, and after you have corrected, disciplined and tried everything, is the final response to lock them in their room to protect them while you are cooking? No, but that is the extreme that the government and it’s agencies are being led by Cicero and other thinktanks just look at the the new laws, policies and overreaching radical dismantling of homelessness responses.
Conclusion
Court Ruling after Court Ruling has gone against the homeless, it is not cruel nor unusual to fund, ticket and jail the homeless when there are no shelter beds. They are lost, wayward souls that must be locked up for their own god we are told
Blame games, misrepresent the numbers, allow outside agencies to set up policies and then demand that everybody plays by the rules that are not written in clear, concise language. This is how the Cicero type group think divide the landscape to remove the homeless.
