The city government has fallen to the culture of the day, not demanding the rule of law and justice be enforced, allowing thugs and drug pushers, and violent felons to hide among the homeless, unacceptable
Introduction
Note of warning, and a request to think while reading. It is called the Zone, and it is feared by all, but how did it come to exist? Yes, it is a homeless encampment, but the violent criminal element, where did they come from?
Here is what I gathered, the city and county could not control either the homeless or the criminal element, so they purposefully allowed them to blend, so that the homeless could be blamed for the evils of the Zone.
But, what if the police, sheriff and other law enforcement did their job and went in and pulled out all felony arrest warrant persons hiding there, would that change the Zone? Food for thought when thinking of a corrupt government.

Who Called the Surrender?
Now if you have given up and have chosen that you are going to do nothing about a problem, then you have withdrawn from it. The city and county seem to have done that in the Zone, granted a very dangerous place, but how was this toxic soup given birth? When you have no answers and no intent of developing answers a small problem will grow like an unchecked cancer and destroy everything around it. The Zone did not start as a cesspool but is now that way, permanently damaged ground.
It is centered at Central Arizona Shelter System, which alone speaks volumes, the shelter system has instead a literal wasteland of death, mayhem, and destruction that has damaged everything and anything. The police and the government have allowed the criminals to hide out and run the Zone and cause mass terror, harm and threats to all and the drugs, beatings and other incidents are beyond words. Let’s also note Pheonix is believed to be an illegal sanctuary city.
Housing First is the answer but not without Supportive Services, Arizona has poured over 35 million into Housing First but cannot keep up with the growing need and with little evidence of effectiveness. Then they introduce repurposed shipping container homes, a great idea, but not at the bloated cost of $200,000 each. Broken cannot fix broken. They have allowed criminals to mix in with the homeless so they can blame the Zone on everything else but themselves. Housing First, not according to the experts. Housing with Support Services, not according to other experts. So, what does the broken system suggest?

Criminals Masquerading as Homeless
The Zone as it has become known was brought about at the Central Shelter System location. It originally was purely a homeless camp for those waiting for services. Through the Pandemic and the economic tough times, The Zone grew and became a bad place. But, when the police got involved, it went from bad to worse and it was done on purpose.
If you have an infection surrounded by healthy tissues you still must be willing to sacrifice some of the good to deal with the infection, it is the only cure. What the officials did with the Zone was counterintuitive, they added more infected cells to the problem and allowed it to overtake the good beyond repair. You can only have so much infection in the body before death is the only outcome. For the Zone, the surrounding businesses and neighbors want it gone, understandably.
Let’s ask a few questions, what does a thief have to do with a 75-year-old grandmother? What does an armed car thief have to do with an aged-out foster kid? What does a thug have to do with a veteran of our military? What does a drug pusher have to do with a disabled auntie? See, the police surrendered the Zone, and one only has to wonder if the end would have been better if the police had not surrendered. Criminals masquerading among the homeless.

Dishonor Sowed; Destruction Reaped
This is a different dishonor than is common for us to hear of. This dishonor is that of the very core and meaning of life itself. Dishonor sowed, when people are allowed to end up homeless because the system is broken and the illegals more important, that is dishonor. When grandpa cannot afford the rent any longer and goes to the streets to die that is dishonor. When an honored veteran ends up mentally ill and homeless after serving with honor, that is severe dishonor sown. But none of this is mentioned when speaking of the Zone, only the bad, ugly, and disgusting is mentioned, not the cause.
When the police pull back and allow the criminals to mix in, to run the Zone, and to rule in there with an iron fist of threats and death, that is dishonor to the city government. There is no mention of the breakdown of who is and who is not a criminal, for in the eyes of the law all are criminals. Even grandma and auntie and the veteran who are homeless, dishonor. According to the eternal word, you will reap what you have sown, truth.

Robbing Peter to Pay Paul
Taking from one to pay another, to care for one and not another, to do one’s duty here but not there, that is the mindset here. The police in the Zone area will not enforce the law, paid to do so but will not.
Help from law enforcement isn’t always an option for Ojile in situations like that. According to Ojile, officers told her that they wouldn’t enforce the law equally in The Zone for fear of losing their jobs.
Paid to enforce the law without prejudice, but robbing Peter to pay Paul, who is the Peter and who is the Paul? That is the great unknown. But this is certainly adding to the problem of the Zone and the destruction of the local area. Calls for help and calls from outsiders all go unanswered,
Failed housing policies without changes have robbed Peters for decades and there is no change in sight. You simply cannot sweep a human out of an encampment, such as the Zone, and drop them into an apartment and say all done, all better. Paul will come for his payback. It has to be a multi-factified approach of services, support, and housing. If this approach were employed the Peter and Paul balance sheet would level out and homelessness would be decreased by the thousands. As long as it is crime and punishment and NIM BY mindsets there will be no end in sight and the Pauls’ will always be chasing the Peter’s.

Manipulated Numbers, Varying Stories
$12 million, $8 million, $25 million spent for what, and what are the visible and notable results? The stories are all over the map, but the baseline is this, housing first without services, failure waiting to happen, but none will tell the truth.
$200,000 for a tiny home, what are they thinking, governments know how to waste money and not solve problems, but that story is not true according to their PR guy! $1.2 million grant issues for 5 units! 5 tiny homes, now that makes no sense to me, but listen to the government and their story may buy you over, warning issued.
See, the Homeless Industrial Complex knows how to be busy, appearing to be about resolving and solving homelessness, but they are not interested in it at all. $200,000 for a single-use toilet should prove that conclusively. Then comes the numbers game, they all know how to use the numbers for and against housing, services, food, and provisions for the homeless. If you boil down the numbers and the stories it usually has this in common, we need more money, more people, more time, and then maybe more results, but no results are ever brought forth.
A lot of the varying stories and numbers are based in and on assumptions, warning. Just think before believing anything written about the homeless, their needs, behaviors, or services required to help them. Also if you follow anything about the homeless never truth the Point in Time Counts, one night, in January when it is cold, and the homeless know that they are coming!

The Zone popped up at the Central Shelter System, red Flag, why there? What was Allowed to transpired that made it okay for the encampment to start and then grow out of control, something gave permission, spoken or not, think….
If a homeless encampment, and the police are afraid of it, again, what was the genesis, why were known thugs, criminals released directly to that area so it would be that they would go directly to the encampment?
The government and the police and the think tanks are wanting to level punishment, jail and fines at those who now live there, but they do not want to own up to the fact of their behaviors that allowed it genesis, it’s growth and the addition of the criminal, the true, wicked, criminal element, what is the bigger picture here?
